Rule 129
Procedure of Constitution Amendment Bill
(1) Within thirty days of the introduction of the Constitution Amendment Bill in the Assembly by the Secretary General or in his absence, the Secretary shall publish it publicly for the information of the general public. However, the Constitution Amendment Bill which originates in the House of Representatives and is received with a message shall not be published in accordance with this sub-rule. (2) The bill published in accordance with sub-rule (1) can be presented in any meeting held after seven days. (3) Notwithstanding anything written in sub-rule (2), the constitution amendment bill changes the boundaries of any province or the matter mentioned in schedule-6 of the constitution. If related, such a bill shall be sent to the provincial assembly for approval within thirty days of its presentation in the assembly. However, the bill that has been presented in the representative assembly and also obtained the approval of the provincial assembly shall not be sent for approval again in accordance with this bylaw. (4) According to clause (5) of Article 274 of the Constitution. If the majority of the Provincial Assembly informs the Assembly that such a bill has been rejected within the period, the bill shall become inactive and no further action will be taken on the said bill. (5) If information is not received as per clause (6) within the period as per clause (5) of Article 274 of the Constitution, after the expiry of such period. In any meeting of the sitting assembly, the member introducing the bill may submit a proposal to consider the bill. However, according to sub-rule (3), this sub-rule allows the member introducing the bill to submit a proposal to consider the bill, which does not have to be sent to the Provincial Assembly for approval. (6) After the proposal according to sub-rule (5) is approved, amendments can be submitted by limiting the clauses, clauses, clauses, subsections or clarifications mentioned in the bill where the amendment proposal has been submitted. (7) Amendment of the Constitution For the purpose of presenting the bill along with the report in the meeting after discussing the bill and the amendment proposal received in relation to it, the chairman may form a special committee with the permission of the meeting.(8) Each article or sub-section of the Constitution Amendment Bill or the amendments presented to it shall be presented one by one in the meeting for decision. If so, the bill will be deemed to have been passed. (10) The decision of the assembly on the proposal to pass the bill to amend the constitution will be determined by division of votes with the signatures of the members. (11) Other procedures of the constitution amendment bill shall be subject to this rule and the arrangements mentioned in this paragraph may be adopted as required.
